I think it was just a red herring to make us think Hannah slept with Luis.
Luis was the man she didn't know who she danced with. He had a boner and it seemed like she was considering throwing caution to the wind and hooking up with him, until he made the comment where she realized the groom was the man who dated and harassed her sister.
After rereading that chapter, I feel like Aoife was starting to lose control and looking for a way to justify what would come. Here are these people who just have to show up. enjoy the festivities, and act appropriately as a guest, and they just can't do it. They won't. She's busting her butt trying to make sure the wedding goes smoothly as planned, but they're mucking it up for her. They look down on her and treat her as if she's invisible because she's not in a position to reveal their secrets. It's her job to bow down to the them. I think the couple having sex is what really cinches it for her. They aren't just having sex in an off limits place, they're having sex with someone they aren't married to while their spouses are at the reception. I think that's the point where she decides to take the confrontation further. She ends the chapter talking about how she can put together the perfect day as long as everyone cooperates and plays within the boundaries, but if they don't there are far reaching repercussions. I think she believes that if the guests are doing what they should, everything will do smoothly. If they don't, it's their fault.
