I think Maude Ivory is her father's mother
I tend to agree. If Lucy Gray was her grandmother, I feel like she would know more about her, especially being a victor and all. But Maude Ivory would continue the singing traditions and have a similar personality, and I think she would be very unlikely to talk about Lucy Gray since the whole thing was so painful for her.
We know both Katniss and her father had a talent for singing, so this is totally plausible. I had wondered about Spruce being connected to them as well. Family tradition to be named after items in nature, specific mention of the the gray eyes...
