I don't think Lucy Gray could have been Katniss's mom because it is shown that her mom grew up in town and moved to the Seam after marrying her father. Also, the timing doesn't work. Lucy Gray would have been 80 years old during the 74th Hunger Games, the one Katniss was in.
I also don't think Lucy is Katniss' mom, or even her grandmother (which is closer to the timeline). BUT I do wonder if one of the other Covey member might be her grandmother - due to the singing background and passing down the two songs. Lucy did say that Maude Ivory liked The Hanging Tree song.
@baltasara de, excellent point. Anything that would remind him of District 12 would have just increased his hatred. And Katniss as the Mockingjay - what a slap in the face!

So why wouldn't it just be a tradition passed down in District 12 by the other Covey members and those who heard Lucy singing it as a testament to her memory? I mean, after all, they would have all noticed she'd gone missing and assumed she was dead. It doesn't have to be Lucy that passed down the song.
Considering the time frame (10th games vs. 74th games), I would guess Lucy could have been the grandmother or perhaps even great-grandmother of Katniss, not her mother. A generation is usually about 20-30 years, and there are 64 years between the two games (hence two generations at least). Just my two cents worth...
