Unfortunately, I’m not sure if characters from books set in fictional worlds can be classed as people of colour. For instance, many of the characters in the Eternal Sky trilogy are intended to resemble East Asians because the fictional nation they belong to is based on the Mongols. Similarly, many characters in the Crown of Stars series are meant to resemble Indigenous Americans because their fictional nation is based on the Purépecha\Tarascans. I know of many books like this, but I’m not sure if they count.

Consider The Water Outlaws by SL Huang. This is a reimagined and regendered version of The Water Margin, a famous work of Chinese literature. Also consider The Night Ends with Fire by KX Song, a reimagined Mulan with its own magic.

Traitor's Blade by Sebastien de Castell.

I'd consider this to be a work of fantasy (though low fantasy rather than high fantasy), so I'll suggest Fledgling. Octavia was mainly a sci-fi writer, though I'd argue that her works are hard to categorize so simply.
