Try Under the Never Sky by Veronica Rossi. The romance isn't explicit, but it's there. I really enjoyed the world and the series.

Berlin is a really long series (7 books if I'm not wrong) but I actually read only the first one so I really can't tell you how much romance is there, sorry about it <33

I really enjoyed Sword of the Seven Sins by Emily Colin (part of a series; I’ll be reading the next book soon!) Sabaa Tahir’s An Ember in the Ashes (also part of a great series) has a lot of fantasy elements but is also dystopian
