My best guess is it's supposed to be normal to manipulate the simulation in the Fear Landscape. The problem is, Tris is never actually told that, which made it really confusing for me when I got to that part. Why is Tris manipulating the simulation when she's been told it could get her killed? But then it wasn't a problem at all.
I wish this was clearer in the text.
