Unfortunately, that is true.
When Patterson exands and corrects the plot of another writer, then leaves that writer to flesh out the plot and finish the book, this is called co-authorship and Patterson does it quite openly in order to launch the career of the other writer. Whether or not you agree with this system is of no consequence, but several authors did appreciate it as it got them to a publisher.
