He expected one man to be on his side, which was Littlefinger. That doesn't mean he expected the man to have the same honor code as he did, just that he could be expected to deliver on what he promised. And considering that Littlefinger was well-known to Catelyn and had been helping them thus far, I don't see how this was a terribly foolish assumption to make.
