Anna shot Staines who was behind the curtain hiding when Ann came into the room.
No, that was their story in court to cover up the truth- Anna shot herself but Stains, her "twin" received the bullet. The group of 12 plus staines and anna realized this sounds crazy then concocted the the curtain story along with several other stories to get the innocent freed and the guilty punished.
Nobody actually shot Staines, per se. He was Anna's astral twin, so when she accidentally shot the gun when Gascoigne barged into her room (but the bullet disappeared) the bullet "shot" Staines, who was in the shipping crate aboard The Godspeed at the time.
Carver did see the fortune, but left it there, knowing that Lydia was still married to Crosbie and would thus inherit the gold.
