I don't remember Tony saying he paid for the hit on Harry. He did for Simon. I think Amber did the hit for Harry.
I don't remember anything about Tony saying he did that to Harry. It actually doesn't make sense either because at that point Tony was hoping that Harry would research because they needed to catch Catherine.
