Napoleon did have brilliant tactics, but was it really Napoleon? I believe that Squealer is the prize here because he executed the tactic. Without an executor, the tactics would be nothing. For example, when the animals found out the pigs got more food than themselves, Squealer told them it was to have the pigs live longer to serve the animals.
