That's right. I too feel that if Gale came back, Katniss COULD leave Peeta (who's so devoted to her) and go to Gale. But Peeta wouldn't dream of leaving Katniss.
Peeta does love Katniss way more and unconditionally, this is quite evident in how she almost immediately gave up on him when he was hijacked, Peeta would have never done that. That said even in real life people don't love each other equally, one always loves the other more. And as long she treats him well that's cool, coz Peeta deserves that at the very very least. It seems she does.
Haymitch actually said that Peeta would never treat her the way she treated him. She really was so cruel to him.
