C, I definitely agree that the name "B612" could not have been chosen at random. I strongly feel that it must have had a certain meaning to the author, especially since it's the name of somewhere important: the home of the little prince. Plus, the author had a liking for mathematical puzzles.
And yes, he was certainly residing in an English-speaking country when he wrote the book.
