There are two twists, one the solution to the final game, the second the significance/observers of the final game. The solution was foreseeable, the significance much less so.
Yes, Jeanie, you are right. The solution was kind of expected, but it really didn't matter because after all, it was just a simulation/training. When the book reveals the "significance", what you call the "second twist", that really blew me away.
