Katniss was pretending to be in love with a boy. Gale killed her sister, someone she has never thought a bad thought about. There's a big difference.
I think we can't imagine a world in which you would love your sister so unbearably. If we could imagine that, we could forgive Katniss for not forgiving Gale.
Just imagine your best friend shooting your sister or your mom.
