I would love to see this be the Dalinar book, but I'm pretty sure Sanderson has already confirmed that this will be Shallan's book (I couldn't find it on his site, but I remember reading it somewhere and that's what Wikipedia says). Which is a little disappointing to me personally. I felt like Shallan's plot was the least interesting of the three/four main plots going on in Way of Kings. Oh well.
It will be called Highprince of War, so I wouldn't bet on Shallan.
Actually, I believe he changed the working title to the Book of Endless Pages...oddly appropriate for a Sanderson book...Here's the link I was looking for earlier when he talks about changing it to Shallan's book: http://brandonsanderson.com/blog/925/
