Technically, he never "loved" Katniss until Peeta announced it to the world. Basically, is was just jealousy.
That's your own opinion, but I say the books indicate otherwise. He clearly cares about her - he helps take care of her family and they spend time together! I think he's loved her in some degree since he met her, but he just didn't realize it until 6 months before the reaping (he 'minded' Darius' flirting with Katniss). Even before it became romantic love, Gale still loved Katniss as a friend. It's just unfortunate that they grew apart.
As for Peeta, his loving her ever since he laid eyes on her and before he even got to know her...is superficial love first. He was 'in love' with the idea of her and eventually came to love her for real during the games.
You know what they say: if you truly love something, you set it free.
