Gale barely met Annie. No. Finnick was the only person for Annie. And Gale always deserved to end up alone. I mean, we all know that person who is annoying and negative about everything, and we hate spending time around them. You can't blame the "girls" (That we don't even know exist) in the series for not going crazy over that.
I think Gale should not be with anyone but Katniss. NO ONE compares with her
