No, he told her to get out of King's Landing or he would let Robert know the truth. He was trying to spare everyone the humiliation that Cersei's incest would bring. To say this was the act of a fool is to impose hindsight, since he had no way of knowing who Cersei had in her pocket, or that Littlefinger would betray him.
