Agreed. if they had stuck closer to the books the magic Harry does really wouldn't have had need a huge special effects budget. The fire is the only spell Harry uses often that would require much effects. The rest is basically him pushing people around or him bringing stuff into his hands (forzare/ventas servitas) both of which could be done without the need for CGI effects. Kids do it in Star Wars fan films all the time. Everything else he does that would require CG would be on a case by case basis and not really a regular thing.
