I actually do love Peeta but i've always loved Gale more. I've only recently became a Peeta fan actually.
Definitely, he just doesn't shelter her like Peeta does. I think some mistake that for him not caring or loving Katniss as much. I think he just see's the bigger picture :) With Peeta all he see's is Katinss and that's all he wanted.
