I have never thought about that before. It was a bit Prim who for a while but then again she knew Prim was ok. Rue was not ok.

You're right! I just didn't give it much thought! I didn't really warm to Prim. I was all about Peeta!!
But Katniss did worry about Prim. She saw Prim in Rue and that's why she felt she had to protect her. And it's why she feels guilty about not being able to. Rue's death and Katniss' guilt is also a foreshadowing of Prim's eventual death.

how was she supposed to look out for Prim while she's fighting for her own life? of course she worried about Prim, but she knew she was safe with Gale looking after her.
