really? so like when Katniss volunteered, that was probably the first time someone volunteered since Maysilee.
Yes, Katniss thinks about it- in the careers districts there is a complicated procedure, because they have a lot of volunteers for tributes, but this is not the case in her district- she never heard of another volunteer (since she is too young to remember Mayselee, and probably there were none since then and until Katniss)
just re-reading, and mayselee's name was called, not her sisters. she didn't volunteer.
