A lot of that is because Goodreads has a high number of teen/YA readers who are assigned those books in school, told about Goodreads by their teachers, and asked to rate the book. I'm sure a lot of them rated them without even reading them.
I'm pretty surprised that you would call 3.32 a low rating.
Take a minute and check out the meaning of the stars. Bruce is right 3.32 isnot low.
