When a magical child is born their name automatically appear on a list at Hogwarts. If the child belongs to a muggle family, at the time they are supposed to receive their owl, someone from the school comes and explains to them/the family what they are and what Hogwarts is.

What about Neville's family not knowing whether he was gifted or a squib until shortly before he came to Hogwarts, with his uncle repeatly trying to scare him into magical response?
So clearly not all magical ability is not known at birth...
I didn't think it was birth I thought it was when they showed magical ability like Harrys hair always growing long again just after it had been cut. But if it is birth, just because the family don't know doesn't mean that Dumbledore doesn't know (:
