Well, Harry wasn't actually Muggle-born, so Hagrid probably wasn't given instructions to give him the full speech, even if he probably should have.
It's true that Harry wasn't Muggle-born, but he was raised by Muggles and couldn't have known specifics like how to get onto the platform. It seems like Dumbledore was sort of neglectful in that respect, actually. He didn't know that Harry was being mistreated, but I feel like he should have at least sent someone from the beginning instead of just a letter, considering how important Harry is.
I wonder if he knew that Harry would have no idea he was even a wizard. I mean, Dumbledore did want him to grow up away from his fame, but did he know that he was growing up not even knowing who he was?
