Um, the book states that Sammy died from a heart attack!?
And Leo, Piper, and Jason didn't come out of nowhere, they were placed there by Hera for a good reason
I realize that Hera placed them there, but it seemed like they came out of nowhere. What's to say that Hera couldn't have brought Sammy back? Or even Hades. And Gaea said that Sammy had married and died of a heart attack i think. However, she could have been lying. You know those evil villains.
