Jasper was the newest to life without human blood (I can't remember when Alice started). The point was he had lived so long on human blood that adjusting to animal blood was really hard for him. She never said he was the most newly turned.
Also, Jasper experiences the thirst of every vampire around him on top of his own. Even after time passed, it would still be more difficult for him, I think.
