         Several times during the novel Towles describes Anna as willowy. So I believe it is Anna he meets at the end of the novel.

         I don't think Mishka's poem condemned the Count to the hotel, rather it saved him from execution. It was due to the poem that some people thought of the Count as a friend of the revolution.
