It is not entirely Friar John's fault. During that time, he did not have a choice but to go into quarantine. Besides, if Romeo got to Juliet, there is no saying that they would be able to sneak out together because Paris was guarding the tomb.
I don't think it is entirely Friar John's fault as well, because the only reason he had to deliver the message was because Friar Lawrence made the complicated plan of using a sleeping potion on Juliet to make her seem dead. If he just married the two in public, maybe an alliance could have formed between the families without deaths. But, they just had to do like that, and now Romeo has misunderstood and he and Juliet have both suicided.
I do agree that this could have been avoided had Friar John not went with someone else, but his sickness could not have been predicted. This was a secret mission, and the more people included, the more that the plan could have been foiled. In the end, while it was Friar Lawrence who sent Friar John, they were both just trying to reunite the two lovers.
