I agree with your thoughts on the topic. However, I believe that there are two different sides to the topic as well. The author has a different perspective and thought process when being compared to what we think. This is done because of our age and the author's relative age. The author is older and is saying that there are many places in America that suffer from poverty and more. This will affect the child's thought process.
