I don't think that Frodo quite deserved Sam's loyalty in some parts. He broke his best friend's heart by not believing him over one of the most evil of characters (Gollum)and THEN he told Sam that he didn't need him and told him to go home. Sam was just too good of a person to leave him behind, even when he didn't deserve it. I agree, Sam is one of my top three favorites.
