I got the impression that Cersei actually nurtured Joffrey's sociopathy (she dismissed one of his more heinous backstory deeds as "some nonsense with a cat") and Tommen and Myrcella turned out fine because Cersei was so focused on Joff that she neglected her other children.
Joff also had a father who didn't give a rat's ass about him, except to beat him bloody. We have no objective account of Joffrey's anecdote with the animal, so as far as we know, it could have been a) a psychopathic boy; b) misguided curiosity; or c) a desperate attempt to get attention (I can't remember Joffrey's age at the moment of the deed). Robert was just as guilty as Cersei in what Joffrey was.
