I agree with you in that Collins was making a statement on war. As a fan of the first two books, however, I wasn't looking for a political statement to be made in the 3rd book. I was looking for an entertaining finale, and since Katniss was drugged and out of it for half the book, it just didn't entertain me at all.
Allegiant was worse though. Collins is just a better writer to be quite honest.
