I think it's fair to assume that there were things happening in the background of the book that the reader was not privy to because the book was limited to Jonas' perspective. The movie would not suffer that limitation, so it would make sense to see the politics that are triggered by Jonas' rebellion.
I guess you have a point there. But wait, what rebellion? He was told to skip injections in the directions and that he could lie.... I don't know...
