Think about it from an in universe perspective: all we have is the word of the last surviving alien (and her pal, deranged former child-celebrity Ender Wiggin) that it was a mistake. There's no guarantee that down the road the bugs won't be a threat again.
Actually in the later books its revealed that individual buggers are sentient the queens just psychically enslave them, which if you think about is pretty horrific.
