Cooper's suggestion that the CIA engineers horrific public shootings is impossible to confirm. However, it's hardly credible. If the government wants to disarm citizens, it will disarm them. They don't need a pretext as they have overwhelming force. Too, there are any number of crazy, evil persons who perform cowardly, wicked acts (including school shootings) without CIA stimulus or CIA coordination.

In any event, if there has been a CIA plot since before the 1990s to achieve a specific end that still has not happened... well... we must then conclude the CIA is incompetent.(less)
