The book's author regarding the Carville facility was that though it was originally designated a leper's colony, later it was determined that what was affecting people sent there was a variation of leprosy (I am not a science person) and do not recall specifics. One of the significant differences of those sent to Carville which was for those in the "lower" 48 states was identified as very limited risk of being contagious, therefore, when that became well documented, there was no longer a need to keep people away from society and people were no longer legally confined to Carville and it was completely shutdown.(less)
