There are several books that tell the story of Penelope Van Princis Stout, including "Penelope - A Woman of Courage," by Loretta Ekis; "Penelope: The Story of the Half-Scalped Woman--A Narrative Poem (Contemporary Poetry Series)" by Penelope Schott; and "The Story of Penelope Stout: As Verified by the Events of History and Official Records," by Thomas Hale Streets. I ordered all of these from Amazon. The book you asked about is available in used and new condition, however, the price of the new copies are expensive. The used copy I purchased (in good condition) was reasonably priced.

Also, Internet Archive (an Internet library with a collection of over 17 million old, rare, out-of-print and other books in the public domain) has the book "The Stout family of Delaware: with the story of Penelope Stout," by Thomas Hale Streets, published in 1915. The online book is searchable. You can view the entire book online, but you can also download pages or the entire book in txt or pdf formats.
