Can it be read as a standalone? I assume the protagonists from the firsts installment are side-characters in this one and some events from the first installment may influence the plot of this one.

First I thought this should not be read it as a standalone. Jordan does play a huge role in the first installment and to fully understand him you need to read that first. At least that would be the case if he were the same character in this installment. Based on most of the reviews he feels like a totally different person and has nothing in common with his personality in the first installment. That could prove quite irritating, so I'll rather read it as a standalone.(less)
