Should Californians, who are running out of water along with Nevada, Arizona, and New Mexico, start charging unsupported water users who are new to the state a large fee for the additional strain they are placing on the state's natural resources? What else might be done?

Just in reading your response, the term "marginal user" sounds like individual people, and that the retail/commercial user sounds like a cartel could move in? Nestle taking a towns water comes to mind as an example. I may just be off the wall, or I may be voicing a fear that could become reality. The West is a marginal environment that we have recklessly over-populated.
