I've had difficulty purchasing a copy of the book via Kobo.com because I'm in Japan and the system seems resistant to VPN and won't open. When I try to change language to English, the system says it looks like you're in Japan or stalls when I click purchase. Frustrated. Is there any other format or system to purchase this book?

If you visit the States at all, you can find out about signing up for a library card at any libraries in places you visit-- some don't give library cards to non-residents, but some will provide a short-term card you can use to access online resources for at least a few months. If you don't visit the U.S., you can still look for libraries that allow you to sign up for a library card online. Look for libraries that have Libby/OverDrive, which will allow you to download that library's content anywhere you have an internet connection, with no location limitations.(less)
