Kathryn Brooks Ray Walker was killed by Eliza’s connections. Eliza was only going to contact Julia if Walker was not killed.

Can someone explain to me what Julia meant when she texted Charlie Lee, saying "I need one last thing?" When he calls her back, she puts him on speaker, and he says something about the records, but if that's all it was, it's a bit of a manipulation - which I think the author avoided elsewhere.
