Lets do the math.

If you assume a GPS location is 12 bytes and a cell phone transmits its location every 15 seconds then you need 12*24*60*4*365 or roughly 25 MB per year per cell phone.

For 30 million cell phones that is 25MB * 30 million or roughly 722 TB per year to store location data for 30 million devices.

That doesnt take into account compression or innovation or any number of things a large scale provider probably applies to the problem. In the world of big data and cloud storage those are rookie numbers and easily achievable for anyone. (less)
