I suspect it's a quote or reference to some ancient poem (or Bob Dylan song :)). Near the end, the name almost provokes hysterics on Three Seagrass. In that passage, "wheel" has the sense of turning around, much as the people in that particular spaceship turned the course of the war around. However that is probably not the intended meaning.(less)
