These are taken directly from Seanan's twitter, which she updates regularly. Also, at any time, they're subject to change per the needs of the story. (Just like When Sorrows Come got shift back in the series).

Cosair (an imprint of Hachette) seem to have the rights to the October books for the UK and associated regions, one of them being Australia. And as more people have realized that they're not the first or only person to feel that way, more people have self-identified as part of that group. The use of "they" with singular reference for a person of unknown gender goes back far further than that. E.g, "Who's left their wallet behind here?" was a possible sentence before either of us was born, and not taken as indicating the wallet belonged to two or more people.

These days, a major indicator that you're reading about an "enby" is the singular reflexive pronoun "themself", which happens to be used at least once in the novella.

McGuire simply decided that having a non-binary Cait Sidh for Raj to not be friends with would be interesting, and she named them Cal.(less)
