Tight and loose appear to be neutral terms which seem more acceptable than choosing alternatives. In this case, controlling maybe too political in individualist countries to accept it in terms of the benefits of cohesion, while seeing all the problems with control that leads to tyranny. Tight does not invoke coercion as the term control does. (less)
