I personally think that the TV show is suited for 14-15+ (this is just an opinion), but that anyone from the age of 12+ could read this book.
If you are under the age of 14 and have seen the show that is non of my business, but if you are under the age of 14 and have seen the show, you can definitely read this book. And if you are over the age of 14 and have seen the show you can read it too :)

Although I don't recommend reading it before watching the tv show since it was alot of spoilers.(less)

The mystery that the gang solves in season 1 is a murder and that murder takes place on July 4th the book shows us the tv series characters and what they were doing in those days before the murder, directly tying in with the first episode. If you haven't seen the show then the book is a massive spoiler for a lot of stuff that happens in season 1. If you have seen the show then this book would make 100% sense.

Based on your question I'm guessing that at the time you wrote this question you had not seen the show. Yes, Riverdale being thought of as a quiet town is later contradicted. In the show as of the 1st episode, it becomes evident that Riverdale is not a quiet little town but one of mystery and dark secrets.(less)
