Im Justin's case, Justin was his mother's favorite (it was in a throw-away line near the end), and to have him not inherit the power was a big blow to his mother. With Harper, I don't think her family necessarily cared about her having powers or not, it was more of the rest of the town looking at her like she was a failure for not having powers. (less)
