In Musil's novel, in 1914 a commission is formed to celebrate the anniversary of Emperor Franz Josef's 70-year reign in 1918. The characters, of course, do not know that in a few months the Great War will break out, and the Habsburg Empire will be dissolved at war's end.
So the plan to create a Jubilee celebrating 50 years of the European Commission is pretty explicitly referencing Musil's novel.(less)
